    Would you let me ride your horse?

    I think as long as you were honest you could totally advertise - there are bound to be people with jobs who want someone to ride there not-too-difficult horses without paying a fortune for full livery.

    I would, because even if the foal is only 1000 the vets bills for a heart problem or other problem that a vet would maybe uncover would be really high. If I were buying lots of foals or had a program maybe not, because the cost of getting them all vetted would be similar to the cost of vets fees...

    Changing insurance companies

    My understanding is that most insurance companies would require a vetting certificate that was less than 2 months old if the horse was to be insured for more than 5000 so you would need a new vetting certificate. It's worth calling around though to find out.
