1. Not enough gel being used.
2. The elasticated straps are too tight or

Many things are "happening" regarding development of the Back Strap / Rug, but in it's absence, for your horse with the sacro ileac problem, use a leg back, on a rear leg, and use 4 x 1 plus 4 x 2. Ian
