It does sound like a abcess if he is improving after digging hoof out then it is , it can take a few days for horse to go 100% sound again ,just keep poulticing it adding Epsom salts if you can

Again after reading your post , abcess first came to mind , I would tho have a farrier take a look to see if it is , then a full vet work up to have a look if nothing is found by farrier
