I don't think it's possible to recommend a saddle but I'd suggest getting a saddle fitter out who can bring plenty of different ones for you to try - the saddle has to fit you as well as the horse. It might even be that a slight change in the flocking, or even the padding in the seat, would help...
Where I am some suppliers are buying in from Ireland and I'm not surprised they're then having to charge a lot for it. Farmers are saying they were doing well to get a third of their normal crop though a lot of what they did get was nice. I'm lucky, my regular supplier has enough to supply me...
I've never been on a yard that quarantines or wants a blood test, the closest was one yard that insisted any horses bought from a particular loca dealer were quarantined in a field away from the main yard for 3 weeks.
To me it makes very little sense unless horses coming back from competitions...
My sympathy to everyone involved. It's rarely an easy decision and always a heartbreaking one, but I do think letting them go together was a last kindness.
I wouldn't have him if they paid me! Even if you just wanted to rescue him and keep him as a companion he's going to cost you money to keep him comfortable.
The conformation won't make it fail a vetting though a vet may comment on it for suitability and implications. The fact they'repushing for no vetting makes me wonder if there are other issues.

Looking at where you are it isn't going to be the same person, and with where I saw them and where I know they wre going it would be at least a couple of miles on the roads.
If people are moving even a small herd of sheep or cattle on the road they have more people than that to hand to warn other road users and keep the group together.

I could see it not being specifically illegal simply because you wouldn't expect to need a law against such irresponsible behaviour, but surely there's a law saying there must be some form of control. It's not just themself and their horses they put in danger, it's anyone...
Is it legal to ride a mare on the road, or even a public right of way, with her foal loose? No headcollar or anything on the foal, literally loose and hopefully not straying too far from the mare.
After you've soaked the hay are you rinsing and hanging to drain? It's hard to say how much she should be getting without knowing her weight and also how much grass she's getting.
