What are you feeding him? You mention grain, is this a general term or are you actually feeding grain? For a horse with ulcers this would be something to avoid. What about forage, does he have constant access? It sounds like feed times make him extremely anxious.

I find the rain gets in down the shoulder without a neck. Adding a neck attachment stops it (so the spudkin is permanently in a neck these days, much to his chagrin 🥹)

It sounds to me like the horse is not just a machine to her, so this approach does not solve the issue. She loves the horse, not what it can do for her. I feel for her, horse sport is cut throat and the horses always get short shrift. I’ve no doubt the horse is better off staying with her, but...
