Yes Amy! It can be very dangerous if not used correctly, but i'm sure anyone capable of keeping a horse to a high standard will be fine using it safely.
I've found a great product! It works wonders and is available at most farms. It's called Dihydrogen monoxide, just apply with a sponge with a bit of elbow grease and your horse will be clean in no time!
