Any ideas on what I could do to try and replicate what a vet/farrier would do with a set of hoof testers?

Why? If it is to de-sensitize - borrow a set and practice every day. If you want to do this for diagnostic purposes you may fall foul of the farriers registration act.

why would you want to. My incredibly experienced barefoot farrier doesn't use them. He taps.

Why?, surely when not trimming or cutting, but just pinching the hoof would not fall foul of anything, especially when it is not in preparation for fixing a shoe. Horse owners are allowed to asses their horses hooves.

You can buy hoof testers online from various shops/farriery/veterinary equipment places. But again I suppose the question is why do you need them? Using hoof testers to check for pain isn't breaching any laws in my opinion, however attempting to treat/dig out any abscess would be. Equally, many abscesses aren't responsive to hoof testers and hoof testers alone aren't enough to diagnose whether a problem is in the foot or not (could be laminitis - not always positive, navicular or any other soft tissue injury to the foot).
