2 Dogs attacked my Friends dog-how to report it?

My friends little Jack Russell was attacked yesterday by two Chocolate Labs. They were off their leads and my friends dog was on a lead. She has 3 puncture wounds, two on her back and one on he leg. She needed vet treatment.

The man said he'd pay for any bills but also said, they've done it once before! They didn't respond when he called them and he had no control.

I think it should be reported ......... now say next time they attack a small child??

Question is, who do you report it to? Is it the local Police? I thought about the RSPCA but then it's not a welfare case so would they do anything?
 
1, I don't see the correlation with them attacking a child next:confused: not unless a child gets amongst a dog fight, a dog that fights with another, won't neccessarily go on a child attacking rampage.

That said, they where still out of control and attacked a dog, he was very responsible to pay the vet bill, most would not bother, but the incident should be reported to

A, The police
B, The local dog warden

Both for future reference, incase it happens again, and the dog warden may pay a visit to have a word and make the owner aware of the situation (re controlling his dogs)
 
I'm another one who doesn't understand why people presume that dogs that has bitten a small dog would be likely to bite child and if they've bitten a large dog, they're likely to also bite humans. To me that is, at most, only probable in a minority of cases.


Besides that, I would wait until he has actually paid the vet bill, until I believe that he really will do it, I've heard too many stories about people who there and then, have said "Of course I will pay the vet blah blah" but once the bill comes... One of those stories involved my ex neighbours, the one who owned the biting dog is a local politician and he never paid, not that he is famous in any way but still.
