Not my dog I hasten to add - can you imagine me having a dog that wasn't a greyhound? :) - but my sister's dog, a very sweet but (in my view) slightly neurotic blue roan cocker. He is show bred and still entire, very sweet and good with other dogs in most ways.

Apparently he is getting increasingly bad at barking at other dogs on walks, so my sister is wondering whether having him neutered would make any difference - I have no idea as I have all neutered dogs who never bark, so wondered if anyone has any experiences please?

One plump cockerdog does not a cocker expert make :D but FWIW the only thing our entire show cocker really barks at is the postman, and then only because he's so desperately excited to retrieve the post and parade around the kitchen with it. You have to applaud him before he'll hand it over. *eyeroll*

Is your sister's dog on lead when it's happening?

Awwww bless that is so cute :) :) :) I think it is when he is on and off the lead.....he tends to get put on the lead when they meet other dogs, but continues to bark....sigh....

That may actually be the source of it, it sounds more like a frustrated greeting behaviour than anything sexual that might be solved by castration. I'd probably treat him like a reactive dog and embark on something along the lines of 'look at that' BAT type training, to give him something else to do with his gob when he sees another dog. :p
