24/7 or restricted turnout for lame horse?

My horse is lame on back leg, Physio thinks possibly spavin in hocks. He is turned out 24/7 at present to prevent stiffness and on 2 bute a day. However since doing this he has become worse.
Turned out with 2 others who are quite settled. However new horse put into field 2 day ago and new horses put in next field causing them to go a bit mad. There are some pretty impressive skid marks in field.
Question is what do I do? If leave him in he gets stiff but being out has made him worse? Vet not coming for another few days.

If it was my horse i would bring him in till vet sees him!!
 
Yeah keep him in, I use ice cool on my horses legs when lame, I find it great if they are stood in box just takes some of the heat out. Keep us posted x
 
Hasn't had any investigations yet. Has had injection into hock around 4 yr ago with precious owner which is why she thinks this is probably the cause of lameness.
