does this mean that the waist is 28 inches and the length is regular?

i can never work out the sizing

Yes. Usually they lie too! I am less than a 28" waist (only a little bit less

) but always have to buy 30" as most jodhs seem to be cut small

If you are a size 14 you would never get into a pair of 28" waist jodhs! I'm a bog standard 12 and have to buy 30". Liars I tell you!

I'm a 14 in normal trousers and wear a 30 or 32 in jodhs, depends how much stretch there is in the waistband.

I'm a 10/12 and I find saddle hugger jods in a 28 are a nice fit on the bum but the waist is a bit big. Same with some of the Harry Hall styles
