A little annoyed to say the least

If they are under six months and being moved without their mother they need a passport and if they are not 6 mths by 31 Dec. they also need a passport. It is illegal to move them w/o a passport and no professional transporter would take them.

"All foals need to be micro-chipped as well as getting a passport. This must be done before the foal is six months old or by 31 December in the year it is born, whichever is later. If you want to sell your foal or move it without its dam earlier than this, you need to have it micro-chipped and get a passport."

Exactly. My 5 mth old foal was moved with her mother, but I wouldn't have done so without a passport with me in the lorry.
 
Not having his passport is no reason not to get his jabs done. When you eventully get the passport your vet can get details from your records and enter them into his passport for free. They may give you a temporary record card to prove he has been vaccinated.
