It's just him being relaxed, thats all
When you come to think about it - it's quite the opposite! For when a horse is at rest ( entire or gelded ) his er...... appendage is retracted by muscles in his sheath in their relaxed state - this is a kind of default condition as evolution has ensured to protect his only means of mating and NOT have it flapping about at the gallop.
Most male horses, again it matters not S or G - will extend either before, during or after a wee - give it a couple of shakes with twitcher muscles and retract it again - I think you'll find the extending does need a conscious command but just because geldings do it - particular when half asleep relaxing in their box - it does not infer any sinister goings on in their mind. The woman is mad.
I bet if you asked her why my mare used to wink certain parts of her anatomy - she wouldn't say a detrimental word.
