Why is it my horse will work over his back and into a contact on the lunge with or without a rider, but is very tense and spooky when a rider on board and not on the lunge?
The only difference i can think of if the rider when on the lunge doesn't use her leg as he goes off voice command.
Any suggestions would be greatly appreciated.
 
To clarify, you mean the horse works properly on the lunge WITH a rider on board as well as without? But when you take the horse off the lunge, that stops?

Is it always the same rider? There are a few different reasons this might be and the first thing I'd want to figure out is whether it's the particular rider or something to do with the context that alters the horse's behaviour.
 
+1 to Barnacle's post. Also, are you lunging in the same space that you ride off lunge? One half of the arena is very spooky for my horse, but the other half not so much...
