a successful prosecution and ban

It's good that prosecutions and bans are succeeding, but who actually enforces them? And does anyone check that the ban is being complied with?

What sort of idiot keeps horses when they are £30,000 in debt. If you can't afford to keep them, and keep them properly, then sell!
 
am i right in thinking that its only the rspca that has the powers to prosocute, and its also up to them to monitor and make sure bans are stil being followed
 
JHOWARD- No, the RSPCA take out a private prosecution in most cases, which is open to any individual to do. the difference is that you need a fat bank balance underneath you if it goes wrong and you are left to pay compensation and full costs.
There is no duty of care to monitor or follow up on successful prosecutions. I assume to do this would conflict with certain human rights laws but am not a legal eagle soperhpas someone who is could address this.
There is still much to do with regard tot he 2006 welfare act, compliance and monitoring are two issues that do need looking into.
