Abandoned horses

Hey all, I wonder if any of you can offer me some advice.

Horses are being abandoned, or just being left on private and council land in a town I work in.

Every horse has been in bad condition, overgrown hooves, open wounds, skin and bone etc. Most are tethered (two with a seatbelt :eek:) and no water. Some are left on the side of the roads (the Police get involved if on the highway). I've contacted the RSPCA and they won't take any of them on - and if they do, the owners somehow get wind and move the horses on before anything can be done.

The council can't act unless they get the owners details - and the horses don't come with i.d!

Unfortunately in this particular town, it's extremely common and the owners have no horse sense what so ever.

Can anyone recommend what's the best way go either educate the owners or take the horses? The town is in Essex. Thanks
 
The RSPCA can and should do something - and your local council also have power to seize on welfare grounds.

In this instance I would contact the BHS and the local paper!

Thanks Amymay - I've just rung the BHS and they will be getting the local welfare officer to give me a call and offer advice. Fingers crossed :)
