Absolute disaster and injured pony :(

Depending how big the pony is and how old the child I would cut my loses.A year in a childs life is a long time and have you got a year to sort this one before they are out of it and do you really want to be stresssed everytime you take it out.
There are a lot of older pony brood mares being sold at the moment as people are cutting down on breeding. Try and find one thats been to shows and been out a bit and has a calm temprement.
We were very lucky and the first pony we viewed and bought turned out to be an almost perfect childs pony and taught my daughters to ride and hunt. The rest of our ponies we bought as youngsters and made them ourselves. Having seen a few if they are difficult they are always diffficult, you can modify their behaviour but there default setting is always little s**T
