Accident waiting to happen!

There is an elderly man who lives near me who has recently got a puppy. He used to have a quiet old dog that was happy to amble along side him on his walk to the shop every morning. Unfortunately he must have passed away and somebody got him a puppy.

I am not sure what breed it is but looks like it will be a fairly big dog. The problem is this old man uses a walking stick and walks very slowly and has his puppy in his other hand. He walks along a very busy road in the town centre at the busiest time of the day with cars racing around. He has no control over the puppy and it just leaps around, it jumped at my car a few weeks back and I had to swerve so I didn't hit it.

This morning when it was misbehaving he was poking it with his walking stick so the dog jumped into the road and narrowly avoided death again! It's not going to take long and something very bad is going to happen.

Is there anyone I can call who is able to help/advise the man? I just feel so bad for the puppy as its not his fault and clearly is becoming badly behaved as the only form of discipline he gets is a poke with a walking stick. This morning I nearly ripped it off of him and took it away cuz I was so worried and upset! :(
 
I would love to but I don't have the time to walk it for him every day. My dog is not a fan of puppies I have two horses and work full time.

I was thinking of suggesting he gets a dog walker in to walk/train it but wouldn't want to offend him as he is a little grumpy!
 
Suggest dog walker, and make sure he is using right equipment, like a good half check collar or a head collar and a good leather lead, if he is using flat collar, chain lead or flexi lead etc he'll have no control over a flailing puppy.
 
Dog warden to call and have a friendly chat? Of course, this presupposes that your area has a DW and that you know where he lives!
