Adult height

Hi

I am currently looking at a sec D foal, the mum is 14.2, dad is 16.1 (going by what the breeder has told me) do we think the foal should make a good 15hh? It's a filly.

Could be any of the above ?
I thought a foals legs were 90% of their adult length when born
