Advice for a persistant jogger needed please..

I have a horse that constantly jogs out hacking, when I got her she had quite a history behind her consisting of health and behavioural issues, jogging being one of them!. I have sorted all the other problems out but her jogging remains consistant - does anyone have any advice as to how I can stop her? I have considered Flexi-reins, but I have not come across them before and can't quite get my head around the idea that having your bit attached to your reins by elastic is going to stop her??
 
The flexi rein provides a constant pressure on the mouth and then has a tendency to jab them in the mouth once the elastic bit is fully stretched.

My Welsh Sec D used to jog out hacking all the time, it used to give me stitch! I had the back lady look at him and various bits of his back end wer out. After that it turned into a habit. Once he learned that everytime we hacked we went for a canter the jogging stopped- he only does it to test out new riders now! I just ignored it in the end and carried on regardless! It was a nice feeling to be taken forwards on a hack when my other horse used to lie down in the road and rear up over oncoming traffic!!
 
Just treat it as totally unacceptable. If you aren't able to bring her calmly back to walk, then insist on a proper good trot, then add in shoulder in and leg yield (changing direction every few strides) until you are done with the trot. Then gently ask for walk again. If she won't walk then back to a super working trot it is. Given enough hard body and head work in trot she will be glad of a walk! Be sure to ask through your seat and don't be afraid to have your leg on too as joggy horses can really react against the hand without actually properly working forwards.
