Nah ,lots of my horses have never reacted to hock and fetlock flexions and it’s certainly true as they age with many you begin to see reaction to flexion .
I have bought several horses who failed flexion tests , always horses where it’s experience you are buying I would not touch with a barge pole a young horse that showed significant reaction on both or mild reaction on only one .

With regards to age is this due to wear & tear so need to be more careful with failed flexion test being a symptom of a serious problem.

The thing about failed hock flexions they may nothing and you may get five years of perfect soundness but this horse is the age where horses often start with serious soft tissue issues .
The capitals PSD should strike horror into the heart of every buyer.

Of course it may just be a bit of wear and tear but what is PSD except wear and tear that what diagnostics are for .
