Wow Starzaan - what a transformation! He looks incredible!
Here's my youngster, all fluffy as a 2 year old

:D
As for his tail FBH - could you rake it? It would take the bulk out of it, and much easier than pulling (granted, it doesn't look quite as good as a nicely pulled tail). You could rake it to thin it out a bit, then pull it to tidy it up? I rake my boys, it looks fine to be fair. He won't tolerate it being pulled, so its nicer for him and looks tidy enough for me and the judges :D

Personally I think pulled manes on cobs just look peculiar. All on or all off in my book. Get rid of the lot - mane, whiskers, ear hair, feathers, chop his tail off just below the hock and pull it. Lovely! I think he'd look fab.

I'm with Starzaan on this one - definitely all or nothing with cobs. My mare was somewhere in the middle for a while; feather clipped off to treat heel mites, she had an awful reaction to some medicated shampoo and half of her tail fell out  and I couldn't bring myself to hog her. She had a big fluffy mane, proper Thelwell pony mane, and a long floppy forelock. But I strapped on some balls and whopped the lot off, and I'm so pleased I did, she looks very smart and tidy!
For a while the youngster was a toss up between hunter type and maxi cob, but I think he's just about broad enough to get away with it and he has a good 3 years of growing left to do. Fingers crossed he stops growing upwards soon though, he's 16.1 already!
(Vanner - I think the same thing every time I see him, lol! Can't believe my sheer dumb luck, that the scrawny 14.2hh grubby bog pony I bought 18 months ago has matured into such a lovely young lad :D )
