Advice needed - I think my gelding has a sore willy!

I got my TB X Shire gelding out to lunge him last night and then decided not to as he was obviously not happy with his ears back and miserable and when I took his rug off he started trying to kick up at his sheath and swinging his head round as though to scratch it, but he couldn't quite reach.
Normally, I'm not allowed anywhere near his bits, but he stood with one leg up while I cleaned his sheath with warm water and a tiny bit of hibiscrub.
I checked all over his belly and between his hind legs, but I cannot see what is hurting him.
He is still unhappy and annoyed this morning, so I'm thinking of getting the vet, but I just wondered if anyone has experienced this before, or has any ideas?
 
I use to ride a cob who started showing these signs, then he started walking like he was wearing a full nappy. He had a slight airbourne infection which was quickly sorted with some medication.

Has the vet seen him yet?
 
Probably just needs a kiss to make it better

Well, no, I'm not completely sure, as I cannot see anything wrong with his sheath. Could be his belly, but he doesn't look colicy...he is acting more like there is a huge horsefly biting his bits. Tail swishing and kicking upwards.
