advice needed please

i have a nice ISH, but when i school him, it takes quite a while for him to come down in to a nice outline. (a good 25mins) he never seems to soften and seems tense.
on my dressage test, the comments were again, against hand, tense.
i ride him in a German hollow mouth bit with a flash nose band,
his back and teeth are fine.
any ideas please as to what i can do...

Have you tried working him in a Pessoa or similar type training aid? These are very good for getting them to work correctly. I personally dont like flash nosebands so you could always try him without it and see how he goes. He may just need to be able to relax his jaw, it may change his way of going.
