Advice please should I report this?

The Bengal next door to me is keep shut in a kennel, I've never seen it walked, it howls and barks a lot clearly unhappy , I've seen it in the garden once only thing is it did look well
What do I do, I hate dogs shut up mine get walked twice a day and go in garden when ever they want to
 
Do you know the neighbours well enough to speak to them about it? Even if just to ask why it's in a kennel all the time.

If not and you are really concerned then report.

Are your neighbours out at work during the day? What type of kennel is it shut in?/does it have a run attached? and can you actually see it from your garden
 
Maybe they do walk it when you aren't around?

I got reported to the RSPCA by some kindly neighbour for abandoning my horses - all because she never saw me. I actually visited twice a day, just really early and really late.
 
I would offer to take him for a walk same time as mine. If that were not possible I would offer to find them a dog walker to help out as they appear to be having problems.
