age of horse for insurance purposes

i own a horse that we don't know the exact age of. vet said around 5 years ago that he was less than 13. this would make him 17 now at most but dentist thinks he is younger than this. problem is some insurance companies have a cut off point of 17 for illness cover. don't want to get insurance assuming he is 16 now and then find that they won't pay out based on what the vet said a few years ago. any experience of this scenario? thanks!
 
it says unknown on the passport - we applied for it and don't know his age and neither does the person we bought him from!
 
I think I'd be tempted to ring the insurance company and ask them how they would want you to confirm age ie is letter from a dentist sufficient. I had an insurance refuse to pay out as my horse was over 17 because THEY miscalculated her age from date of birth I told them. I then moved to Petplan who don't move horses onto their old horse plan until 21 (I think). I'd shop around for higher cut off and ask for clarification from each company how they want age to be decided.
 
Thanks LynnH. It was petplan i was thinking of. When I did a quote at the end it said horses had to be under 17 at inception for that plan but it let me put in age 17 and gave me a quote on this age.
Another part of their site says the plan accepts horses up to 19! Yes think I will phone them to confirm the age limit and how they validate the age. Horse insurance is such a nightmare!
 
thanks for replies. called petplan and they accept up to age 20. they said to get a quote with the best estimate of his age and get vet to confirm at next vacination - so will do that.
