Akita rescue?

My cousin is complaining because the people next door to her have an Akita which has been howling all night for the last 3 nights (and during the day as well). On prompting, she has only ever seen the dog in the garden because it doesn't get walked and it is being left alone for very long periods of time. What would your next step be? She doesn't feel compfortable talking to the neighbours about it but I wasn't sure the RSPCA are the best people to call about it, I can't imagine them taking on, training and rehoming a stressed Akita. Who else has the power to help in this situation?
 
Council/dog warden for noise/dog husbandry issues.

If it is fed and watered and has a roof over it's head and a garden the RSPCA will do sod all.

Rescues have no statutory power to remove animals or intervene.
