i have received an email from thames valley horse watch, it says they and the police and trading standards were aware of this man but sadly things had to reach this point before the rspca could act, this is so wrong
 
What you need to grasp is that up until now animal abuse cases have been handed by the Police directly to the RSPCA , who do have a mechanism for prosecuting these matters, in many cases the Police will not have been involved at all. Other matters might have been dealt with by Trading Standards

It isn't a matter if hiding, it is a matter of determining whose area of responsibility a job falls into, and for that organisation to follow it up.

This case, of course, may turn that around and take primacy for investigating crime involving animals away from the RSPCA. However I imagine that decision would be at the end of a very long enquiry - I certainly think there should be one.
