I would ask for video of him trotting along a road on a loose rein before travelling to view.

But I don't like the head movements, he looks to be uncomfortable in his mouth/poll/somewhere. He doesn't seem to be straight behind, I couldn't tell properly because of the boots but I wondered if he was twisting his off hind. I didn't like the apparently unwarrented spook in the free walk clip.
After your problems with Chico, I suggest that you look for a 'been there, done it all' type which will be a nice easy confidence builder, rather than something else with issues for you to resolve.
 
I think left rein looks awkward/stiff behind, but not necessarily lame. I think looks a bit base narrow behind from the few quick snaps I could look at from behind.

Oh, I see! Well, it does do a very minor spook, but yes, it seems to have a pretty harsh reaction to the rider's contact at that point. Though hard to tell how harsh the rider's response was really. Maybe very soft mouthed, or like PP suggests, teeth need checking. Wouldn't fuss too much about that spook though, unless it has a habit of spooking easily or persistently.
