If you were planning to buy a horse who didnt have a passport but was told one could be negotiated would you expect to pay towards it or is it the owners responsibilty??

Personally I wont buy anything without a passport and I wouldnt expect to have to pay for one for a horse im buying off someone else......

Does that sound about right to you???

No. It is illegal to sell a horse without a passport and it is illegal to keep a horse without a passport. It is the owners responsibility.

Sounds a bit dodgy. Why has it not got one already?

I would expect them to Passport the foal at their own cost, also the now mandatory microchipping.
It is legal to BUY without a passport, but you cannot move it.

Anything, no matter what age, if a passport is being applied for HAS to be micro chipped and the sketch done by a vet now; that rule came in for late July I think.
You should not have to pay extra for a passport if you're buying, it's up to the present owner to carry that cost as they can't sell, not legally anyway, without a passport now.

Quotes from H&H article on recent passport regulations

"only the owner of a horse may apply for a passport."

"foals born after 1 July 2009 must have a microchip implanted by a vet when 1st identified at 6 months old."

"adult horses applying for a 1st passport must be microchipped and will be signed out of the food chain automatically by the vet."

"you must give the passport to a buyer at the point of sale"

"It is an offence, punishable by a £5000 fine, to have an unpassported or incorrectly identified horse."

so... as far as I understand it, the owner of this foal should apply for a passport and get the foal microchipped at 6 months (ie weaning) NOT your responsibility unless you buy it before weaning

You would be illegal transporting it home without the passport
It will now be much more expensive since new legislation, passport plus vet to do the microchip etc.
Good luck with bargaining if you really want this foal

Had one done today for one of ours.£15 for the microchip £25 for a weatherbys passport and whatever the vet charges for coming out to do the outline. So probably about £100 in all.
So make sure they pay for it !

Thanks for all your replies!!

I think Unless they are prepared to have the foal Microchipped and Passported at their own cost Ill give up on this one and look else where.

Thanks again!!

It's still the breeder's responsibility to apply for the passport. A foal must have a passport by the time it is sold, or leaves it's Mum, or is 6 months old - whichever comes first!! And if the foal was born after 1st July OR had its passport applied for after that date it must be microchipped.

Let's face it, without a passport, how do you KNOW the seller owns the foal - they could have stolen the mare in foal or with foal at foot! Walk away!

All my foals have already been micro-chipped and had their ID documents/DNA done by the vet - even the youngest who are less than a month old (the latest haven't had the passports issued yet - but they won't be leaving here until its done AND their vaccinations recorded.)
