It makes you wonder at the length of time the poor creature suffered for, and as Cuffey, driving off without reporting the collision, should be unthinkable.
The responsibility lays clearly with the owner though. Give horses access to a public highway, and accidents are going to happen.
The quoted value of £3000 made me smile. Yeah, righto, except that if I had a horse of that value, I'd know where it was, at all times of the day, and night. I suspect that the animal is insured, and a nought has been tacked onto the end!
Very sad, it says in the report that one of their horses had previously been involved in an accident with a car, so why did they still leave them to wander on the roads.

It is a long time since I visited that area but certain the C class road crosses the fell and none of the roadside is fenced they may have very little in-bye land
Looking at the map one would not expect much traffic
On the country roads on my way to drop my daughter off to school I sometimes see riders with their horses and I am so scared for them, also some people with bikes...the roads are tiny and there is quite a bit of traffic! They should look for alternate roads, it just seems too dangerous.
