Why wont the foal get up?? have been watching for half and hour and thought it was dead to start but saw an ear flick. Its been moving a bit but im worried!!

I must have missed the marestare phenomenon, only just checked it out now.
The foal is still down, but moved its head up and down a little just now.
How does the site work, do the owners know she's foaled? are people supposed to call in when they see a mare start to foal? i see there is a high alert button on the page...presume its for voyeurs like us to press if we notice something amiss -like now? sorry if these are silly questions!
ETS: i tried to trigger the high alert- it wont let me.

Baby got up when he/she was hungry had a little struggle trying to get up but done well! Baby will probs get tired again in a minute and have another snooze haha
