Bloody advice notices!!! How long ago???? Had anyone bothered to check a week later, 2 weeks later etc - to see if these 'advice notices' were having ANY effect. The ruddy woman was barking - and broke!!
Shame someone didn't let HHO know about these horses!

She should still have to be locked up, there are other ways. Could of given them away to help her rather than letting them slowly die!!!!!!!!!
