Any Environmental Health Officers on here? Advice needed

My Neighbour from Hell is constantly complaining to the Council about my muck heap, which is sited close to the boundary fence (the only place it can be without being in the way or far too far away from the stables) - it was there when he bought the house just over a year ago. Despite the fact that no-one I have asked can smell anything at all, never mind a nuisance level, they have allowed him to pester them into re-investigating, and they won't admit there is no problem. They have been biased throughout, and failed to keep to their word - does anyone know what my rights are? I am planning to make a formal complaint if they continue threatening action.
ETA it is a completely rural area so a slight smell would not be unreasonable, if there was one.
 
Thank you Peter, I'm really grateful for that information. Just have to stand firm against them then - if they follow it up I will put in an oficial complaint as it seems to me they are over stepping their authority.
 
Yes, they can make you put a water tight surface down to contain the muck heap (Same idea as a pool liner) as they had my friend do it - in the end she just moved the muck heap as it was going to cost so much.
