Any ideas of the breed of this pony?

This is the new pony at my yard, not mine by the way. He has a basic passport with no record of dam and sire. Everyone is questioning what breed he could possibly be. I have made my suggestion but wondered what others thought?
He is a 4 year old, 14hh gelding. The sweetest nature ever!!

Please note; his tail, forelock and mane were all cut with scissors by previous owner and yes, he has lick all over his nose! So no comments needed on those!

He looks like my old pony who we think was part Welsh, but was a real Heinz 57 type. The only difference between them is that your boy is lemon skewbald and mine was palomino!

I think he is part warmblood, yes I know, but we have an arab cross WB, and this pony look like it, but a Welsh cross WB
