Any ideas?

A friend of mine has noticed that their horse has identical scabs on either side of their front legs to the outside. Any ideas as to what they could be. he is a tb so has very thin skin- could they be fly bites that have burst? They dont appear to be bothering him at all. He doesnt wear boots so it cant be rubbing from them.

Where abouts are they on the legs?

On the outside of his front legs down near the coronet area. Identical scabs on both.

Just wondering as a pony i know gets scabs at lower end of outside fetlock because she has arthiritis and struggles to get up in her stable.
