First off you need the title page - you won't get the same strength of argument without it and it is kind of hard to answer the question.
Define Government System (and by that do you mean style and nature of government, the structure of it, how it relates do society in its whole and parts..... see earlier comment on precise question)
Explain Electoral System and a 'nations thinking'
Then blow the question out of the water because to suggest it is only one of those two things is limited beyond belief. What about ideology, tradition, history, customs, culture, the individuals involved, policy, relationship with the civil service who deliver government.....
In a democracry the idea of a 'nation's thinking' is normally pretty redundunt, after all we are all individuals and even then it is based on what they think we are thinking.
You could construct an argument that in a dictatorship or theocracry that what individuals think is less important as someone does it on their behalf. But there is plenty of evidence that in that situation bad governments tend to get overthrown, especially in modern times.

Iran (Theocracry)
Wales/Scotland pre and post devolution (esp Scotland as they are about to switch to STV elections for local government)
Germany (history of coalitions) I think NZ has a pretty
interesting one right now.
Then find an example for each other factor... maybe think about
Iraq or Afgahnistan right now and prior to intervention (did the people 'deserve the system they have?' I think they didn't)

Abby Hoffman 'no such think as an innocent bystander' an argument for everyone's involvement in politics. It could support the 'nations thinking line'. But it is so limited because not everyone can or will always get involved.
Finally look at contempory stuff in the papers about Blair's government by Focus group.
I'm a bit rusty but you should be able to make something out of that. Unless its for a masters in which case.. umm you will know more than me.
I actually got an A in higher modern studies (equilvalent of A levels) but im ashamed to say i probably couldnt remeber a thing about it!! And it wasnt even that long ago!!!
From a historical perspective, remember that any system of government reflects the aspirations/realities/problems/direction of its citizenry AT THE TIME IT WAS DESIGNED..... It is always interesting to note which systems survive and how they evolve to meet the new demands and opinions of their societies...
