She’s chipped but I guess the owner’s details have not been kept up-to-date on the database. Poor wee dog. Maybe she was stolen and got away or has been dumped. At least she is safe now.

Been a fair bit of sharing on local pages.
Unfortunately, there are a lot dumped in that area (also a prime spot for illegals exiting transport) as only 2 miles from M25 and a stones throw from the A3. Not saying dog has been dumped but a possibility of a stolen then dumped dog?
