OK - so an International event rider has a 17 yr old horse that is a bit of a bu88er in the start box, has tendon issues, and goes a bit fast into its fences.
No - I don't expect that rider to put loads of effort into that horse when he/she has a yard full of fit, promising youngsters.
What should happen to that horse?
Oh - I know!!! Let's give him to a sanctuary in Wales to be re-homed! We'll let them advertise him as a 4* eventer who can still 'compete to a high level' and hope that everything's OK. It'll be fine! Nobody will know, and nobody will talk about it. That's alright then.
