We have a barn and thought that with all this snow, ice etc.. that it might be a good idea to turn it into an indoor arena..

To do this do you just put down some sand(proper menage sand) or is there some process you have to do with different layers etc..?

The reason different layers are used is to assist in drainage. If your barn is dry, has good drainage and a solid footing then I can't see any reason why you couldn't just have manege sand put in and levelled.
 
Ditto the above and don't let anyone talk you into buying silica sand etc. If you are a 'normal' competitive rider the right depth of sharp sand will be fine, perhaps mixed with fines (small woodchips). I was at snowball farm when they converted their cattle sheds into indoor schools and trust me that was it.
