Highland or Fell might suit. Alistair Smith, farrier, Doune breeds Fells.

D/K Highland breeders since Scott McGregor went to Australia but you could contact HPS in Perth or speak to Eric a senior instructor at Gleneagles, he used to stand a Highland stallion.

Ormiston Highlands on Speyside used to cross CBxHighland with fantastic temperament - too big though.

Not sure of the height but there is also a Criollo breeder in Scotland, ask on Horse Breeders Forum.

I always buy from a breeder.
