Anyone watching high stakes?

One of the questions was How many inches to a hand when measuring a horse? And the answer came up as 4 inches. Am I wrong thinking it's three? 14.1, 14.2, 14.3 15hh. 14.0 wouldn't count as there's no inches there as such.
I've always thought it's three, so am I wrong? or are they?

Ah, I never thought the 14.0 would count as an inch, because there is no inch as such?

13.1 = 53 inches
13.2 = 54 inches
13.3 = 55 inches
14.0 = 56 inches
14.1 = 57 inches
14.2 = 58 inches

and so on.....
