yes, the blow and the snort-my Exmoor does it when his head is held very high. Its quite loud, it carries a fair bit. I didn't see my old lusitano do that blow thing, but then his response to 'danger' was different-ie head in and face it down lol.
 
I remembered that I have this video from a while back (my TB was still alive then and my gelding was young and gangly) of my grey snorting at the camera and getting snot all over me. Charming and ladylike, isn't she? ;) :p

Maybe this is a universal horse thing and not just an arab thing? I have always wondered if it's to clear out the nostrils just incase the horse needs to make a swift exit?

Love this video! I lunged my new WB mare after dark for the first time last week - our school's spooky as the lights are crap and there are horses in the fields round it - and I've never heard snorting like it. Then another horse appeared out of the darkness to come on the school and the tail was up, hugely extended trotting, with the most explosive snorting I've ever heard :)
She might have some Arab in her, I suppose, as she's got quite a dished face...
