Do you mean the show halter type? if so there are a couple of companies i looked at for Inky as they do miniature and arab halters....

There's also the Arabian Emporium (Madeleine there is really nice and helpful). Don't have the website to hand but sure Google will find it.

And Schneiders in the US do some lovely halters too...
