Both mine do it in the field & in the stable when they are excited or feeling good, never under saddle. Neither of them are neurotic either!

I have been told - by a really mean person- that it's because their brains have slipped out of place and they need to shake it back into the correct place (small brain rattling around in a big skull).

Mine does it - when stressed ("What time do you call this then?") and when full of herself, but never under saddle.
That - and the snort and blow - is very much an arab thing. It's why the Bedouin called them "Drinkers of the Wind". I love it!!!

Lol my part bred does some odd things but i never associated it to his breeding i just thought it was his own little way...
He will head toss in the field when playing, he does the big snort thing quite disturbing... when ridden he also in trot sometimes holds his head diagonally to the side... he doesnt whip it round just pokes it out and turns his head sideways...
He also when frustrated will bob his head up and down and smack his lips together... very odd...
