Arena Eventing.

This morning I went to watch some arena eventing. Looking at the x country fences none of them were anchored down. In this day and age of Health and Safety I was very surprised . Surely hitting a x country fence on an arena is as dangerous as hitting one on a grass course ??
 
It is if the fence can tip forward as one unit. Most arena type "XC" fences knock down in the same way as a show jump does. But if you have those big corners etc they should be ground pinned. If a horse hits them too low the whole thing can roll forward bringing down both horse and rider. There have been fatalities from that. I know both PC and BE require that solid XC fences must be ground pinned whether in an arena or on grass. But if unaffilliated I guess anything goes.
 
I know Kelsall have a disclaimer saying their XC fences in the arena are not pinned down (and that's even in the BE arena eventing qualifiers)
 
I've wondered this too. I think it depends on the venue as my local venue's "arena eventing" tends to be more working hunter type fences and corners made from poles etc. so a lot safer than actual XC fences. What do the likes of Express Eventing do? Are they all pinned down?
