Arena surfaces and maintenance questions

Hi all,

I'm planning to finish off a 20x40 outdoor arena this year. Am I right in thinking that the main options for surfaces are sand & fibre or sand & rubber?

Wondering how much maintenance would be involved. I've read that surfaces might need watering from time to time - how often do people tend to do that during dry spells?
Would also like to know how frequently it might need to be leveled out (it will only be used by 6 horses) and what's the best way of doing that?
Any other maintenance/issues I should know about before choosing a surface and going ahead?

We have a sand and fibre surface. The fibre was rotovated into the sand at the start 3 years ago, it was watered to help it settle as we put it in summer. We have not watered it since. We harrow it when it has recently rained, or at least when it is not bone dry as that seems to bring the fibre up to the surface.

We harrow it every month or so, but there are only 2 of us that use it, so only gets ridden on 6 times a week.
