Argh, why are people sooo stupid???

Was driving up to the yard this evening. The road leading to the yard is a bit of a rat run, linking two busy roads, and quite a lot of cars cut through. It also leads to a nice, secure bridle path. Anyway, it was about 6:30 this evening (pouring rain and dark) and as I drove down the road, my headlights caught a little white doggy figure. Slammed on the brakes and there in front of me were no fewer than 4 gorgeous dogs and their owner. All dogs off lead and none of them with any kind of hi-viz, nor the owner. Dogs completely undisciplined and just running about everywhere. When I made to drive off, one of them started chasing the car, so I had to stop again while the owner ran after it. I did suggest, in quite strong terms, that she keep the dogs on leads on the road at least. People like that don't deserve to have 4 beautiful dogs. I know that, even though I was only doing about 20 mph, that if I had struck one of the dogs (god forbid), it would have been my fault in their eyes and they would never have dreamt of taking responsibility for themselves. Sorry for the rant, just had to get that off my chest.

Well, as I seem to be surrounded by stupid these days, I'll add my latest rant.

I saw an older man out with an adult female GSD yesterday.
She was wearing a Halti, connected to a chain.
And I don't mean a chain lead, I mean a big, proper, heavy metal chain.
She looked so uncomfortable, bless her, she was holding her head so strangely. Had I not been a passenger in the car I would have stopped and given him a talking to. And maybe advised him to get a chihuahua instead.

As a matter of interest I put the chain we used to tether our (dearly departed) goat onto my male GSD's harness, and he could hardly move, I can't imagine that poor bitch with one attached to her face.
 
I don't mind correctly used Haltis, but with a chain! Oh, why can't you do like in some comedy-movie, pretend that you've just found a wasp in the car and during your frantic attempts to get it out, you sort of accidently bumps a certain dog-walking pedestrian...

By law you have to keep Canines leaded when in public.....

Even if you think you're dog is wonderful and obediant, it's law... I wouldn't say the person doesn't deserve them.. As I just like you do not know that person AT ALL..

But I would say they certainly need training, and to be made aware of the dangers.

Are you sure?
I always keep mine on a lead when on a public highway but not when we get onto the park or down the bridleways and footpaths (still public places).
