I've been there and know exactly what you're going through... it's a nightmare!!!
It sounds like he might have some sort of bacterial infection / white line disease in addition to poor horn quality. What worked for me with my TB was...
Wash feet x3 times a week with diluted Milton (the baby sterilising stuff) it's anti fungal and anti-bacterial. I use a bucket brush to scrub the hooves so the solution got in all the nail holes and nooks and crannies etc.
Then everyday I put Kevin Bacon hoof cream on the hooves covering the bottom 2/3s. I also fed Formula for Feet - which is the best supplement I tried (and I've tried them all).
I also always turn out with over-reach boots.
I am really, really disciplined about it and it has worked, his feet improved massively. It took about eight weeks to see a difference.
