Ask your vet. No "back person" should treat a horse without permission from your vet, so that would be the best place to start

I wouldn't let anyone touch my horse unless they were "Registered" - whether it's a physio or equine osteopath. There are an awful lot of charlatans around. Contact the vet and get some recommendations.

Nope - it's the law that only a vet, or someone authorised by a vet can treat horses.
